SUMMARY
This position will be responsible for
implementation and administration of
salmonid habitat restoration projects in
the WRIA Salmonid Recovery Plan and
associated restoration plans. The job
will entail projects administration and
construction oversight, and working with
crews, contractors, landowners, Tribal
Works and Tribal administrative staff.
ESSENTIAL DUTIES
AND RESPONSIBILITIES include the
following. Other related duties may be
assigned.

Working with the Restoration
Ecologist and other Nooksack Natural
Resources (NNR) staff, develop and
implement habitat restoration
projects that meet local salmon
recovery priorities identified in
the WRIA 1 Salmonid Recovery Plan,
reach-specific restoration plans,
and associated guidance documents.

Administer and manage projects,
including tracking budgets,
procuring materials, scheduling
crews and subcontractors, and
reporting to funding agencies.

Work with consultants and
subcontractors, including developing
scopes of work, soliciting bids,
clearly communicating project
objectives and designs
specifications, and critically
evaluating work products.

In coordination with other staff,
help secure necessary permits such
as hydraulic project approvals
(HPAs), forest practice applications
(FPA), dredge/fill permits (US Army
Corp) and NMFS and USFWS biological
opinions (BQs).

Oversee project implementation in
the field, including supervision of
construction crews and contractors.
Assure permit compliance during
construction. Coordinate vendors,
equipment rental, fish exclusion,
and material delivery and staging
for project implementations.
6. Oversee
all aspects of project site preparation,
landowner coordination, materials
staging, erosion and
sediment control, plant
salvage, and post project planting and
site cleanup.
7. Assist
with grant proposals to secure funding
from various sources, including but not
limited to Salmon
Recovery Funding Board, Bureau
of Indian Affairs, US Fish and Wildlife
Service, and Washington
Department of Ecology.
8. Work with
Restoration Ecologist to collect data to
inform restoration planning and
prioritization efforts. Help
collect-pre and post-project
monitoring data.
9.
Coordinate with other departments and
jurisdictions as appropriate.
10. As needed, work
closely with Department staff to inform,
develop, implement, and/or evaluate
Department
programs and activities.
11. Represent the Tribe
at technical meetings as assigned.
12. Perform other duties as
assigned.
EDUCATION and/or EXPERIENCE
A Bachelor’s Degree in fisheries
biology, forestry, geology, freshwater
ecology or related fields is required. A
Master’s Degree in fisheries biology,
geology, freshwater ecology or related
fields is preferred. Construction
management experience is a plus.
LANGUAGE SKILLS
Possessing excellent oral and written
communication skills is essential, and
experience with grant writing and
project management preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Applicant must possess a valid
Washington State Driver’s License, and
be authorized to work in the United
States.
MINIMUM QUALIFICATIONS
To perform this job successfully, an
individual must be able to perform each
duty and responsibility satisfactorily,
and possess the required skills,
education, experience, certificates,
licenses, and/or registrations listed
above.
PREFERRED QUALIFICATIONS
1 Prior experience managing restoration
projects, preferably complex instream
project
2. Understanding of salmonid life
histories and habitat requirements.
Understanding of watershed processes,
especially as they relate to formation and maintenance of
riverine habitat.
3. Demonstrate ability to work well with
others, including Department staff,
construction crews, regulatory and
funding agencies. Landowners, and other stakeholders. Strong
ability to work both independently and
as a part
of multifunctional team.
4. Prior experience with administering
grant funds and contracts.
5. Ability to understand and apply
technical guidance documents. Prior
experience with GPS mapping
and topographic surveying. AutoCAD experience is a plus.
6.Cultural sensitivity and/or prior
experience working with Native American
Tribes.
7. Familiarity with word processing,
spreadsheets, database, and GIS
applications. Working knowledge of
ESRI ArcGIS is preferred.
